You Asked | eManifest And Pre-Arrival Review System (PARS)

Question:

Currently when I am bringing a load of merchandise from the U.S., I fax the paperwork to you with a barcode. When I cross the border, I present Customs with the barcode and then I cross. Is this emanifest or are you talking about something else?

Answer:

The barcode you are currently presenting to CBSA at time of arrival for the goods on board would be the Pre-arrival Review System (PARS) label, different than that of eManifest. The Pre-arrival Review System (PARS) allows importers and brokers to submit release request to the Canada Border Services Agency (CBSA) for review and processing before their goods arrive in Canada. This speeds up the release or referral for examination process when the goods arrive in Canada.

eManifest electronic data interchange (EDI) systems are for the transmission of cargo and conveyance data before arriving at the border!

eManifest applies to all highway carriers who transport commercial goods into Canada. They will be required to provide CBSA with electronic cargo and conveyance data a minimum of one hour before arriving at the border, along with the PARS you currently present for the goods.

To facilitate compliance and ease the transition from paper reporting to pre-arrival electronic data transmission for small- to medium-sized enterprises, CBSA will offer an eManifest Portal option beginning in early summer 2011.

eManifest will require trade partners in all modes of transportation (air, marine, highway and rail) to electronically provide cargo, conveyance, crew/passenger, secondary and importer data to CBSA prior to arrival at the border.
